Authorities have launched the identify of a 15-year-old woman who was shot and killed in St. Charles over the weekend. According to Lt. St. Charles Police Department spokesman Thomas Wilkinson, Lydia Elkin of Lake St. Louis, died Saturday night time at St. Joseph’s Hospital.
