The tribunal at Cardiff Magistrates Court concluded that Ms Standing told 38 year-old Mr Abdi that he looked like a ‘golliwog’ in October or November 2019, and in July 2020 referred to as him a ‘cheeky monkey’.

The tribunal panel stated each feedback had been inherently associated to race, including: ‘The golliwog doll [is] universally thought of as a racist caricature and as such a remark extensively accepted as a racial slur in the direction of black folks.’

The panel stated the ‘cheeky monkey’ remark made in a work context throughout a disagreement between a black and a white employee was ‘probably inherently associated to the recipient’s race, extensively being thought to be a racial slur’.
